Assemblymember Harabedian Champions Housing Affordability as Key Streamlining Bill Passes the Senate Local Government Committee
(SACRAMENTO, CA) – Focusing on addressing California’s housing crisis, Assemblymember John Harabedian (D-Pasadena) announced that AB 748, which would streamline the permitting process for single-family homes and small-scale multifamily housing, has passed the Senate Committee on Housing.
“This bill will cut through the bureaucratic tape that often prevents homes from being built quicker, which is especially important for communities recovering from wildfires and other disasters,” said Assemblymember Harabedian (D-Pasadena). “We need to speed up the process as much as possible for homeowners and developers currently navigating these complex regulations and unpredictable timelines, AB 748 helps achieve that.”
California’s housing crisis remains one of the state’s most pressing challenges, which was compounded by the Eaton and Palisades Fires of 2025 that displaced thousands of families. Currently, the permitting process for new developments is often slow, bureaucratic, and inconsistent across jurisdictions. This often creates significant barriers to rebuilding efforts and new construction, homeowners and developers are the ones ultimately being forced to navigate these complex regulations.
The bureaucratic tape of zoning ordinances, general plans, and other regulatory frameworks contributes to excessive permitting delays that ultimately prevent communities from rebuilding efficiently. AB 748 solves this by building on the successful approach of expanding the use of pre-approved building plans for single-family and multifamily homes while removing the red tape that prevents fast approval timelines.
AB 748 advances to the Senate Housing Committee.
