Asm. Harabedian’s Factory Built Housing Bill Advances Out of Assembly Housing Committee

AB 2058 Expands Access to Factory-Built Housing, Streamlines Approvals, and Helps Lower Costs to Increase Affordable Homeownership

(SACRAMENTO, CA) – Addressing California’s severe housing shortage, Assemblymember John Harabedian (D-Pasadena) announced that AB 2058, which would reduce redundant local inspections for factory built housing and thereby increase faster, more affordable housing, has passed the Assembly Committee on Housing and Community Development (HCD).

California continues to face a severe housing shortage and produces far fewer homes than are needed each year, which drives up costs and contributes to residents leaving the state. Factory-built housing (FBH) offers a proven solution with homes constructed in a controlled environment and then transported for installation on site. However current law creates unnecessary barriers including redundant inspections, disassembly requirements, and full permitting fees all of which increase costs and delay delivery. AB 2058 removes these inefficiencies by streamlining inspections and permitting, making it faster and more affordable to build homes in California.

“Modernizing California’s laws for factory-built housing represents the possibility of fulfilling the dream of homeownership for every Californian,” said Assemblymember John Harabedian (D-Pasadena). “By building factory-built housing faster and more affordably, we can provide stability to families, young adults, and working communities in the midst of our housing crisis.”

“Factory-built housing is still a niche market in California, which creates confusion at the local level for well-meaning inspectors who end up treating factory-built housing products in the same way they would treat traditional site-built units. This fundamentally undermines the cost and time savings that factory-built housing could otherwise deliver. AB 2058 addresses these issues and has the potential to get more housing online more quickly at a time when California needs it most,” said Assemblymember Buffy Wicks (D-Oakland).

AB 2058 will be heard in the Assembly Local Government Committee on Wednesday, April 22.
